A new specialist body for advising the Catalan Ministry of Agriculture, Livestock, Fisheries, Food, Climate Agenda and Rural Agenda. The over-burnded department, located in the city centre, is often seen by officials as a job to pass through on your way to a better posting.

This group takes the form of a community in the hills, developing new techniques in disaster response to mitigate the effects of major natural 'catastophes'. The community will be sited out in Parc del Garraf, due to the unique agricultrual challenges it faces within rural Catalunya -- forest fires, blight and plagues, isolation and remoteness, lack of surface water, seismic activity -- while sitting relatively close to the capital, Barcelona.

The community welcomes these challenges and the destruction they bring -- using traditional experience and modern simulations to develop a framework for rural disaster recovery that can be replicated across the region, while training first responders in full scale test-beds.
